Percy Manser was known as "The Grand Old Man of Hood River Painters". He was born in England where he studied first at King Charles School from 1896-1901, and the with Samuel Waters from 1901-1906. He also studied at the Pratt Institute Summer School in Ashland OR.

In a painting career that spaned nearly sixty years, he won over 100 awards in exhibits that ranged from New York to Portland. He was one of the most widely respected artists of the Northwest. His technique was masterful in translating the beauty and grandeur of the Oregon landscape, and his command of color was superb. Although he was considered primarily a "traditional" painter, he ventured into a style of semi-abstraction, but is still well within the bounds of representationalism.
