Helping a clientHaving moved from Southern California to Oregon, I changed chapters and have begun to work with the Oregon Trail Chapter located in Portland Oregon. Oregon Trails is also the state lead chapter for Oregon and has responsiblity for 5 counties (Clackamas, Columbia, Multinomah, Washington and Yamhill)  as will as Tillamook County to the west. They have a very active disaster program with a large number of volunteers. I will be working with their Disaster Action Teams (DAT), their Communications Committee and with their Damage Assessment function lead. I will also be conducting disaster training courses as well. After I have had a chance to meet and work with their disaster workers and leadership, will be working with the Chapter to move into a volunteer leadership assignment commensurate with my background and experience.

In addition to my work with the local chapter, I am also a member of the National Red Cross organization as part of the Disaster Human Resources System (DHRS). From time to time, I am able to get away to serve from one to three weeks on a major out of the area disaster operation. In 1992, served three weeks as a Damage Assessment Coordinator Kalahaoe on the island of Kauai in Hawaii for Hurricane Iniki. Wouldn't you know that when I finally go to Hawaii on an expense account, everything was broken!

Here is the text of an article that appeared in QST about communications support for the relief effort.

With the twins active Cadette Girl Scouts and my wife, Linda the troop leader for both a Cadette and Junior Troop in Orange County, we became involved with the local Girl Scouts immediately. This year we have started Lake Oswego Cadette Troop 2501. Linda is the troop leader and we are actively recruiting new scouts.  This group is very busy with activities almost every weekend. This summer they went to Victoria BC for a week long visit!. The Twins will be going to visit Our Cabana the International Girl Guide facility in Mexico.

I have been a member of Civil Air Patrol (CAP) since 1976. I have been a Major for as long as anyone can remember. After moving to Oregon, I have joined Metropolitan Senior Flight - 36085 which meets at  Portland International Airport (PDX). This unit is primarily a flying unit with just two of us "ground pounders" on board. Before leaving California Wing, my last assignment was in the Ground Operations Section of Wing Headquarters.  I have also been Group 15 ES Officer and Commander of Santiago Composite Squadron 88. My area of specialty in CAP is ground search and rescue (SAR).

Air Rescue Command PatchGround SAR personnel respond to emergency locator transmitter (ELT) signal reports as well as aircraft reported overdue. The Air Force Rescue Coordination Center (AFRCC) at Langley AFB Virginia coordinates ELT and air rescue operations in CONUS. ELTs are special transmitters that are designed to activate in the event of an aircraft crash. Their purpose is to lead the rescuers to the crash site. We use special electronic direction finding (DF) equipment to track down these signals. A process which is a hybrid of triangulation and spiral tracking will generally lead us to the crash site or ELT location. 96% of all reported ELT activations are a result of an accidental ELT activation - not from a crash.
