Absolutely.
And going right to the verse in question:
Isa 45:7 I form the light, and create the darkness:
I make peace, and create evil: I the LORD
do all these things.
Clearly God does do all those things, God's energy
was used to form the energy and matter spewing out
during the big bang, hence the light and darkness.
And God can bless people to give them peace.
But what about evil, did God create evil?
Yes.
Evil was created when God defined what good is.
God said what he wanted people to do and that what
he wanted, that is good, not evil. And to go against
what God wants, that's defined as sin, or evil.
So by God merely defining what is good, evil appeared
at the same time, since it'd then be possible to go
against what God said was good... to then do evil.
God made it all, Jesus died for our sins.
