Yep, the two biggest powers, yet only one can save: God.
Where are they?
They're given one right after the other:
Zec 4 - Describes God (creator of the universe and most
powerful being in it) on the Mount of Olives, yet
not using MIGHT nor POWER, just his SPIRIT. By
doing so, God has set up a method to save where
the ARM OF GOD instead of using MIGHT and POWER,
saves by using God's SPIRIT.
Zec 5 - Describes man's attempt at MIGHT and POWER to
save, yet there's no saving ability to be found,
only destruction. In the end, those nuclear bombs
and ICBM's can not save, they only destroy.

Think of it, one verse right after the other, the biggest
power, God, followed by the biggest power man can dig up:
ICBM's with nuclear warheads.
So there's God right there on the Mount of Olives with
all the available MIGHT and POWER in the universe, yet
by not using it, he can in fact save. On the other hand,
when man takes on nuclear weapons, man can't save using
them, he can only destroy.
The combined two verse sets, Zec 4 and 5, are an
incredible statement from God, and accurately predicted.
The last part of Zec 5 will play out. The MIGHT and POWER
man hopes to save with will be delivered by jet to just
south of Bagdad in Iraq (Shinar).
Look at it, it's going on right now:

Iraq is being bombed by the nations around the world.
They are looking for a method to stop the attacks.
The only source available to them that can provide
a deterrent around the world is an ICBM based nuclear
missile of which the entire world is right now trying
to stop them from getting one. This, even to the point
of stopping all flights in the area where the bible
predicts a jet will deliver the nuclear warhead.

The Zec 5 verse set even says in the original Hebrew
that the "God of hosts (armies/war)" says to proceed.
It has and will continue to.
The nuclear based ICBM's were in fact designed for war.
There is no ability for them to save. Those ICBM's are
proceeding over the world, they will consume a house's
timbers and stones when landing, they are a curse
and wickedness (there's no ability for them to save),
they can only destroy.
God knew it and said it over 2500 years ago.
It's pretty clear that Zec 4 proclaiming God using his
SPIRIT (rather than MIGHT and POWER) is the one to find,
the only one that can save.
God made it all, Jesus died for our sins.
